AI readiness assessment / ARI-IP™

A mid-sized data center needs 30–50 MW for one plot. How much does your industrial park have?

High-tech investors ask about backup power, recycled water, supporting suppliers and international schools before they ask about land prices. Industrial parks that cannot answer will only get the projects no one else wants. ARI-IP™ helps you have the answers before they ask.

ARI-IP™ (AI Ready Industrial Park Index) is an index proposed by Trần Tấn Sỹ in the book AI Economy, helping infrastructure developers compare an industrial park against the real requirements of AI Factory, data center and semiconductor supply chain projects across 6 weighted components.

Old-generation industrial parks are losing value.

For three decades, Vietnam's industrial parks competed on large land areas, low rents and abundant labor. The new wave of investment needs something else: surplus clean power, digital infrastructure, a supplier ecosystem and a living environment for experts. Vietnam does not yet have a commercial semiconductor wafer fab at advanced nodes, and many AI partnership announcements remain at the memorandum stage. Industrial parks that upgrade first will attract real capital. Those that wait will compete on price until there is nothing left to cut.

Six components

The six ARI-IP™ components
ComponentWeightDiagnostic question
Green infrastructure20%Is there a direct power purchase agreement (DPPA) mechanism and a water recycling system?
Smart infrastructure20%What is the maximum backup power capacity for one plot in MW, and does it reach 30–50 MW?
Business ecosystem15%Is there a database of internationally certified supporting suppliers within a reasonable radius?
High-quality workforce15%Is there a training program in partnership with at least one nearby technical education institution?
Support services15%Is there a dedicated one-stop service for high-tech investment applications?
Living amenities15%Is there housing and international-standard schooling within a reasonable radius for foreign experts?

How to read the score

Each component is scored from 1 (not met) to 5 (fully ready). An industrial park scoring low on green and smart infrastructure can still serve traditional manufacturing well, but will not make the shortlist of AI Factory investors. The value of the tool is showing where to invest in upgrades first instead of spreading resources thin. The expert assessment session is free.

After the assessment: sell to investors faster

Once you know where your industrial park is strong, the next step is answering investors faster and more accurately than competitors. GoAI IPS supports investment promotion and industrial park operations teams from receiving inquiries to investor care.

FAQ

Who is ARI-IP™ for?

Infrastructure developers and management boards of industrial parks, high-tech parks and economic zones.

How many MW does an industrial park need to host an AI Factory?

It depends on project scale. The book uses 30–50 MW per plot as a reference threshold for a mid-sized data center; large projects need much more.

How does ARI-IP™ differ from ARI?

ARI measures a whole province; ARI-IP™ measures one industrial park. ARI's pillar 07 uses ARI-IP™ results.

Is an ARI-IP™ score a certification?

No. It is a diagnostic tool (version 1.0, August 2026) and does not replace specialist technical assessments of power and planning.
